Competitive Range Solutions requires the expertise of a talented and experienced Project Control Specialist to assist in the direction and management of program’s executive support group. The candidate must reference their ability and experience in working in a Department of Defense (DoD) customer environment and effective integration with a government multi-contractor team.

The selected candidate will fulfill the role of Project Control Specialist working during the hours of 0800-1700 Eastern (full time). The PCS will manage financial services for DISA projects, perform project monitoring and data control, conduct project audits, manage project financials, and serve as the liaison between project management and finance.

Roles and Responsibilities:

Upper-level professional capable of fulfilling the project accounting and cost reporting requirements of multiple mid-sized projects, including day-to-day interface with project management, client and contractor personnel. Also responsible for creating and maintaining the programs indirect budget tracking spreadsheet; compare actuals with indirect costs forecast and review monthly with the Program Manager; analyze and present financial reports, revenue variance, unbilled analysis, and accruals for determination of progress; track project costs; monitor performance against baseline; create purchase requisitions for subcontractor labor and other direct cost funding; and submit monthly financial charts/reports for government tracking.

Qualifications/Experience:

  • Effectively communicate with Project Managers (PM) regarding contract documents, change orders and other contract modifications, approvals, and any additional services-related to billing.
  • Prepare final invoice package containing draft and final invoices for all billable projects, including all applicable backup for approval by the Accounting Supervisor.
  • Assess and pursue opportunities for maximization of client billing; communicate with the Accounting Manager as to your observations and actions taken.
  • Research any unbilled issues to optimize the billing possibilities for the billing period.
  • Proficient with Microsoft Excel

Education/Certifications:

    • Bachelor’s Degree or higher is desired

    Competitive Range Solutions requires the expertise of a Senior Subject Matter Expert (Optical) talented person to lead Optical Telecommunication efforts supporting Federal Defense customers, under the direction of Senior and Executive management. The candidate must reference their ability and experience in working in a Department of Defense (DoD) customer environment and effective integration with a government multi-contractor team.

    The Senior Subject Matter Expert (Optical) shall lead efforts pertaining to successful installation, turn-up, testing, and activation of telecommunication equipment with an emphasis on optical hardware and related components. This includes assignment of, and review of work specific to one or more locations supported by one or more Optical Installation Teams, ensuring completion of assigned projects or activities, and providing training or assistance as needed. No supervision is required to complete multiple, concurrent, or consecutive large installation efforts.

    The Senior Subject Matter Expert (Optical) provides or leads in-depth analyses for translating customer unified capabilities needs into the design of networks for Optical, Circuit Switched and IP networks that support Telecommunications for classified Defense Networks which include Real Time Services such as voice and video converged with data applications end-to-end. This key resource applies extensive knowledge in at least one of the following areas to provide original and innovative solutions:

    1) network architecture

    2) network interoperability, network interfaces, and network protocols

    3) transport technology

    4) business organizational alignment, business process development and business case development

    5) network testing

    6) security

    7) reliability

    8) prototyping and development of network solution

    9) communications focused software engineering or software development.

    The SME candidate directs, designs, and develops network architecture plans, security, reliability, and business continuity plans, implementation or cutover plans, integration plans, and interoperability plans based for Optical networks within Federal Defense classified networks. Provides high-level strategic business consultation including organizational alignment, business process development and business case development. Provides active leadership in defining and pursuing innovative research and development projects of exceptional complexity, requiring considerable originality and ingenuity. Supervises multiple teams of specialty engineers working on highly complex network architecture and technology development & assessment projects.

    The SME Candidate will possess in-depth knowledge specific to task requirements and in multiple areas of optical technologies and network infrastructures and will have demonstrated technical leadership and in-depth analysis capability in at least one of the following areas:

    • At least eight years of experience in the installation, turn-up, testing, activation, maintenance, repair or construction of various types of telecommunications or other electronic equipment or an equivalent combination of education and experience, substituting completion of an accredited vocational or technical curriculum in telecommunications or a related discipline for the required or an equivalent combination of education and experience
    • At least four years of experience is required specific to Ciena DWDM optical platforms
    • Experience supporting DISA’s networks is desired
    • Demonstrated experience in advanced optical systems to include Ciena platforms such as 6500 ‘S’ shelves and RLS.
    • Communicate with supporting personnel such as Node Site Coordinators, facility technicians, site security personnel, etc.
    • Working Knowledge Microsoft Office Tools; specifically, Visio and Excel
    • Excellent communication, effective leadership and interpersonal skills
    • Must be a US Citizen
    • Minimum SECRET clearance required; and be eligible for a Top-Secret clearance

    Physical Demands

    • Ability to type, communicate via telephone and sit for extended periods of time.
    • Ability to travel (20%-60%) via automobile and airplane with other team members to meet program requirements; as needed
    • Ability to set up and ascend/descend ladders as necessary to reach overhead cabling and components undergoing installation or deinstallation.

    Competitive Range Solutions requires the expertise of a talented and experienced Field Engineer to contribute to the critical telecommunications infrastructure that supports government and military operations. The candidate must reference their ability and experience working in a Department of Defense (DoD) customer environment and effective integration with a government multi-contractor team.

    The Field Engineer will manage and maintain the inside plant infrastructure of telecommunications and network services. This role involves a broader range of activities to meet operational and institutional requirements, including installation, operation, and maintenance of cable trays, copper, coax, fiber optics, and all associated elements.

    Roles and Responsibilities:

    • Perform installation activities, including operation, maintenance, and engineering support for inside plant infrastructure.
    • Maintain clean-up and infrastructure maintenance of all Telecommunication Rooms (TRs) across assigned locations.
    • Conduct onsite surveys and provide bi-weekly reports on survey results and plans.
    • Develop and implement maintenance plans for infrastructure corrections.
    • Ensure compliance with ANSI/TIA/EIA 568 standards and other industry standards.
    • Use approved ticketing systems to track the completion status of all installations, surveys, moves, additions, and changes.
    • Provide manpower and support for ISP decommissioning and ensure records/configuration management is completed using the designated database.
    • Perform quality assurance before equipment/installation release for customer connectivity.
    • Follow all safety procedures for maintenance, installation, and cleanup within all TRs.
    • Provide 24x7x365 on-call support for inside plant break-fix support.
    • Report all Inside Plant critical incidents within one hour to relevant authorities.
    • Support ISP events in coordination with the Rapid Response Team as required.
    • Provide technical design and infrastructure management for commercial digital services.
    • Perform technical and management tasks for communications pathways and infrastructure.
    • Immediately report, record, and correct any installation discrepancies.

    Qualifications/Experience:

    • Active Security clearance required.
    • Proven experience as a Field Engineer or in a similar role.
    • Strong knowledge of cable management and infrastructure maintenance.
    • Familiarity with ANSI/TIA/EIA standards, BICSI guidelines, and DoD standards.
    • Ability to conduct detailed surveys and develop comprehensive maintenance plans.
    • Proficient in using government-approved ticketing systems.
    • Excellent problem-solving skills and attention to detail.
    • Ability to work on-call for emergency and non-emergency situations.
    • Strong communication skills for reporting and coordination purposes.

    Education/Certifications:

    • High school diploma or GED. Relevant associate degree preferred.
